Their first appearance is Dig Dun. They later appears in the Pac-man games. They are villains that work for the ghosts.

Universe Pac-Man

Pookas (プーカ, Puca), are enemies from the Pac-Man universe. Originally, Pookas were enemies in the game Dig Dug, but later became recurring characters in Pac-Man's games.

In Super Smash Bros. 4

Pookas appear as enemies in Smash Run in Super Smash Bros. for Nintendo 3DS. They're seen in one of Pac-Man's pictures on the website, although they haven't been seen in action yet. What they do is still unknown.
