The chain effect is used by a small amount of attacks in Super Smash Bros. Ultimate. They are exclusively used for Simon and Richter's attacks that feature the long chain of their whip.
The chain effect is entirely cosmetic: it applies a stabbing visual effect, a straight line in the direction of the attack. It is similar to stab except with green and chartreuse coloring (instead of yellow and purple) combined with a dark, circular area, followed by a crescent-shaped visual effect going in the same direction.
