Tails, along with Knuckles the Echidna and Silver the Hedgehog, is a background character in the Green Hill Zone stage. Tails is also seen as a Sticker and a Trophy in the game. He appeared as an Assist Trophy in demo versions of the game, but was removed from the final version for unknown reasons. In the demo versions, Tails flew around and would save you if you were falling off the stage.
