In many official tournaments, neutral stages are stages that can be chosen randomly for the first match in a set.

Additionally, if Saffron City is selected on the first round and one player is using Ness, he/she may request a repick. However, if the Ness player wins the match, his/her opponent can counterpick Saffron City.

Due to the lack of stages in the game, every stage that is not banned is technically a "neutral stage" because they can all be picked randomly for the first match. However, it is widely agreed upon that Hyrule Castle and Dream Land are the most neutral of the stages, and therefore they are often called "neutral stages."

This list is divided into four groups. The first group is always used as neutral stages (called starter stages). The tournament organizer may add subsequent groups to the list of starter stages, the rest being placed in the counterpick category. However, the groups must be added in order: one cannot choose for group 1 and group 3 to be starter stages without including group 2 as well.
