Eagleland is generally considered to be a reference to The United States of America, as it has a similar culture and appearance to America. Also, the word eagle is likely a reference to the bald eagle, the national symbol of America. Ness's hometown of Onett is in Eagleland, and can actually be seen by shifting the camera while paused.
