(simpler, but from my experience, freezing is damage-based. At around 150% my character is normally frozen by the Ice Climbers' blizzard attack, while at 0, it doesn't freeze at all. It seems the length of the effect is independent of the likelihood)

As a result, it is rather difficult to freeze giant or metal opponents.
