It's basically been an unwritten rule, and it's happened enough to the point where it should be noted here. Besides, is there anything about the line that you really disagree with? Should we get mad at newbies for not knowing what an edit summary is? I think as a help page this would be fine, but I'm still not convinced it should be just a help page. Since the edit summaries policy failed we've actually effectively been enforcing it as a policy without reason.
