To try out this skin as I work on it, copy the following into User:[YourUsername]/monobook.css:

@import "http://www.ssbwiki.com/User:Toomai/Skins/DeeSeven";

/* the super-background */
body {
  background:#bfbfff;
}

(for some reason the background doesn't get imported, so it has to be put in manually)

You'll have to do a hard refresh (such as Ctrl+F5 for Internet Explorer) to see any changes.
