They've been undone because they're incorrect. Cape's base damage in SSBU is still 7%, but in 1v1 battles, all damage taken is multiplied by 1.2×, so in that case it does 8.4%. (You can check this by going to Training and spawning more than one CPU opponent; the damage dealt changes.) However, since that's an external modifier that only applies under certain conditions, and other processes like knockback calculation still always use the base damage values, we only list those in the change sections, not 1v1 values. Otherwise, every SSBU character page would be flooded with damage changes.
