He is the only playable character in ''EarthBound'' to lack PSI powers, so he uses guns and rockets instead. He appears as a [[trophy]] in ''[[Super Smash Bros. Melee]]'' and ''[[Super Smash Bros. Brawl]]'' as well as an [[Assist Trophy]] in ''Brawl'', ''Super Smash Bros. 4'', and ''Super Smash Bros. Ultimate''.

==Origin==
Jeff first appeared in ''{{b|EarthBound|game}}''. In ''EarthBound'', Jeff is an intelligent kid who is the same age as Ness and is attending a school in {{s|wikibound|Winters}}, but escapes in the middle of the night when he heard [[Paula]]'s telepathic call for help. He arrives in the Sky Runner to save Ness and Paula from the underground cell in {{s|wikibound|Threed}}, and joins them on their adventure.

{{iw|wikibound|Bottle Rocket}}s are battle items found throughout the ''EarthBound'' series. In ''EarthBound'' they are Jeff's signature weapon, which only he is capable of using. There are three types of bottle rockets in ''EarthBound'': Bottle rockets, Big bottle rockets, and the Multi bottle rocket.<!--the capitalization of the first word matches the in-game battle text--> Bottle rockets are one of the most effective items in ''EarthBound'' due to the large amount of damage they deliver to a single enemy. Starting with ''Brawl'', Jeff appears as an [[Assist Trophy]] and uses the Big bottle rocket (known as Pencil Rocket ×5 in Japan), which launches four small bottle rockets and one large one. The design of the bottle rockets are directly based off of their appearance in the Japanese instruction manual for ''Mother 2''. The side of the big bottle rocket in ''Smash'' reads "[[wikibound:Eagleland|EAGLELAND]]" on its side, which is the name of Ness and Paula's home country in ''EarthBound''.

Jeff appears to be sweating whenever he appears as an Assist Trophy. This is likely based on him sweating nervously on the naming screen of ''EarthBound'' while awaiting the player's choice of name for him.

Once he sets it up and nervously takes cover, Jeff launches four bottle rockets and one big bottle rocket, all of which home in on the nearest opponent. The number of times he does this is dependent on his summoner's standing in the current match; the lower their overall standing, the more volleys of rockets that Jeff will fire off. Regardless, there is a small chance Jeff will fire a second volley normally.

His small rockets now have smaller explosions, launch at a lower angle, and have high base knockback and low knockback scaling, rather than the other way around. A similar knockback change was made to his large rockets, but their damage has been upped from 18% to 25%, and thus while not as effective at KOing as before, they still possess KO potential.

Jeff also appears as a Legend-class [[support spirit]].

In [[Adventure Mode: World of Light]], Jeff is presumably one of the countless spirits captured by [[Galeem]] during his takeover of the universe. Jeff's spirit is located in the northern town section of [[The Light Realm]].

Jeff's Spirit Battle uses three {{SSBU|Inkling}} puppet fighters starting off with different Shooting Type items, and is fought on the [[Onett]] stage. During the battle, Jeff appears as a hostile Assist Trophy while the Inkling puppet fighters' shooting power increases, referencing Jeff's usage and proficiency with firearms.
