This way is acceptable because SUBST templates only need to work once - after you save your edit, the template gets replaced with rich text, and thus only gets parsed once, meaning that it won't drain server resources or change over time. However, you still need to put it into your signature box and sign your comments with the tildes, so that the time stamps will appear. To summarise, a transclusion is okay as long as it's written as a SUBST, but you still need to be using your signature box in [[Special:Preferences]].
