So this article has no TOC because it pushed the page down a bit too far. Trying to float it upsets the image layout I have going for each stage. My proposal is, for this page only, a custom TOC is made with a more horizontal orientation. This page should never have sections added, removed, or changed, so updating it would not be a problem.
