Due to the lack of counterpick stages in the game, every stage that is not banned is technically a "neutral stage" because they can all be picked randomly for the first match. However, it is widely agreed upon that Hyrule Castle and Dream Land are the most neutral of the stages, and therefore they are often called "neutral stages." Of these two specifically, Hyrule Castle is the most common stage found followed by Dream Land.

*Dream Land

The only legal stage in Japan, neutral or otherwise, is Dreamland. Their general reasoning behind only having this neutral is due to the tornado on Hyrule Castle as well as its size while Congo Jungle is banned due to the size as well.
