Renaming proposal

I think we should include a section on renaming users, so users know what exactly happens (and that it exists). It would go something like this:

"If a user doesn't like their current username, it is possible for a bureaucrat to change the username. The process is really simple.
  • After deciding on a new username, a user would report the new username request to an active bureaucrat on his/her talk page.
  • The bureaucrat will decide if the name change is appropriate. If it is, then the bureaucrat will ask the user to wait a few days to make sure he/she really wants the new username. When a few days have passed, the user should remind the bureaucrat of the rename, which at that time, the bureaucrat will rename the user. In the event the new username is not appropriate, the bureaucrat will ask the user to come up with a new name."
