I've given this a look, myself, and I don't believe it can be verified through file analysis. Although some stages that disable certain items (such as Tomodachi Life with Warp Stars) do so through the tangible item parameters, others (such as, allegedly, The Great Cave Offensive with Lightning Bolts) do not show any such change in their item parameters, which points to it being hardcoded. In this case, Jungle Hijinxs is using the default item parameters, meaning that it can not be confirmed through its item parameters whether Keldeo can appear or not. I'm of the opinion that Keldeo could reasonably be disabled on this stage. Maybe it would have odd behavior regarding the two planes, or is otherwise just ineffective due to them.
