It's not banned because of the road, it's banned because of it's random nature and the fact that the advantages/disadvantages it gives are much greater than general counter-pick stages would have. in the trivia section it states that sonic with the bunny hood can outrun the satge this is very hard to do beacause you are walking after leaving one of the "cars"
