It says "other" policies, so that implies that it is ''only'' other policies, but it isn't quite as clear as 1RV currently is. | So what happens if one is trying to stop an edit war by having to edit war? For example, I revert an edit that User X made, then he reverts it. I then revert his edit because it's edit warring and then start a discussion on it.
