As he can only fill it up with absorbable projectiles, this limits the amount of characters he can even use it against, especially in a 1v1 competitive environment. If he does get the opportunity to use the attack however, it is an incredible option. How much damage the Oil Spill deals depends on the amount of damage each of the projectiles absorbed would have done which is then multiplied by a certain number (with the maximum damage and absorption multiplier depending on the game).
