The Damage Meter displays the character's damage receivements he/she has gained from attacks. The higher the damage, the more the Knock Back and Hit Stun after being attacked in most cases, except for Fixed Knock Back moves. This feature is in all three installments in the Super Smash Bros. Series. The Damage Meter starts off with 0% normally and a player would have to deal a lot of damage before their opponent can be knocked off the stage. A player would generally have KO potential when his/her opponent is at around 130%, but this depends on the strength of the move and the distance between your opponent and the Off Stage boundries. The Damage Meter uses a Percentage Meter to display the character's level of damage.
