Bullet Seed is Ivysaur's Neutral B attack. Only seen in a screenshot, it appears that seed shoot upwards out of Ivysaur's flower.
This video shows a brief clip of Ivysaur performing Bullet Seed at about 0:54-0:55.
Bullet Seed is a fairly weak attack in the Pokémon Games, but is capable of hitting up to 5 times in one turn. However, in Brawl, it's a fairly decent attack, although it immobolizes you for its duration.
