Official PAL Tier List
Even though many people felt that the PAL region should have its own tier list, it wasn't until February 2007 that a selection of European and Australian top players voted on the official PAL tier list. The project was started and supervised by Dutch smasher Marc.
Basically, the first and second tier represent characters that are considered tournament viable, while the third and fourth tier represent characters suited for low tier tournaments.
