IRC would keep the user busy and it's better to include it (If you want to talk about unrelated stuff, use SW:IRC). :As much as getting users on the IRC for conversations is a good thing, I think in this case it's not a great idea. When a new contributor shows up, it is more important that they get comfortable with the editing of this wiki. Once they start conversations, we can mention to them that it might be better to take some conversations to the IRC. But new contributors shouldn't feel like they can't ask about editing, and I worry that telling them to talk to the user that put up the welcome template on the IRC will do just that. We should let them figure out SmashWiki, then get them involved on the IRC.
