I'm not sure this is actually what's happening.  When I perform a combo with Robin, the neutral combo finisher appears to be based on his/her proximity to opponents, and '''Robin changes his tome based on the finisher he uses''' (not the other way around).  It seems that if the first two slashes of the combo hit, it's always wind slashes (tome changes to Elwind).  Otherwise, it's a fire blast (and tome becomes Arcfire). They do, however, require the tome to be available.  If I use up Elwind, then I can do fire blast in close proximity to enemies.  If I use up both Arcfire and Elwind, I have no combo finisher.

In addition to the above about combo finishers, the tome also changes to announce when a used-up tome has returned (this is accompanied by a visual effect and animation).  Likewise for the Levin sword.
