I just unlocked Jigglypuff after defeating the Master Core on difficulty 5.5. I haven't unlocked Duck Hunt, so I definitely don't have enough VS matches for the listed method. I am unsure if this is true, but from my experience in smash 4 I beleive that Sing (up special) was buffed in SSB4 as well. In previous games I was unable to stun players long enough to kill them with a rest, but now I seem to be able to do so. Can somebody please run a check on this to see if I'm right? I'm not convinced it's a thing. Aside from a deeply buried post with a mod note berating it for having no proof, it's not in [http://smashboards.com/threads/mewtwo-patch-version-1-0-6-7-thread-updated-may-1st.398902/ the relevant smashboards thread], nor do we even have it on [[1.0.6|our own changelog page]]. Furthermore, flower latch time could easily vary for non-obvious reasons, and increasing it by such a miniscule amount would be a rather pointless thing for the developers to do. I'd upload a YouTube video or something, but the fresh move bonus is a thing. Anyway, I tested Rest multiple times, and it always added up to 57% damage. Our current data may have been wrong in the first place, but I doubt it. :Smashboards currently says Jigglypuff is unchanged. I'm not inclined to believe this until I either hear it from them or see a clear comparison between versions. Probably it's affected by how the CPU moves in response to being hit, or something like that. I agree with Iron Warrior on this subject. Jigglypuff was bottom tier in Brawl, and she's still bottom tier in Smash 4, so the difference is not significant enough to warrant a "by far". If Jigglypuff was top tier in all three previous games, then this would be legitimate, but this is not the case. :More than 15 new characters have been added to the roster since Brawl, a not-insignificant number for a character to be contending with on a tier list. If having more characters added than the entire roster of 64, and then failing to overcome ANY of those is NOT a big fall, then God only knows what constitutes a big drop. If you want to look at it a more statistical manner, Jigglypuff is 36th of 38 in Brawl, which is basically in the 92nd percentile in terms of worst characters in the game. In Smash 4, she's 55th out of 55, which is in the 98th percentile. That's hardly a significant difference, and could be classified as "really really bad" in both games. This is where it is problematic to use the phrasing "by far." For example, if Jigglypuff was a top tier in all three games and then dropped to the worst character in Smash 4, I don't think anyone would hesitate to argue that she underwent a severe drop in the tier list. But not everyone would agree that going from 36/38 to 55/55 would be considered a "severe drop" in the tier list, so the phrase "by far" should be omitted to avoid causing confusion or giving a false impression of community consensus on the issue.
