This would include accent markings, umlauts, eñes etc. that are minor variations on the standard Latin alphabet, but are generally completely legible to the vast majority of English speakers, despite not being present in standard English. This seems to be how the rule is already being enforced, as there are already a handful of established users with such a username, so I think it's reasonable to adjust the username policy to fit this. Most smart keyboards can easily accommodate these characters as well, by simply holding down the base letter to bring up a popout menu with variations (for example, holding the E key grants easy access to è, é, ê, ë, ě, ẽ, ē, ė and ę). For this reason, I don't really see any issues with making this official policy.
