change the block screen

the block screen looks to short and is plain text rather than a mainpage box, so plain text is unappealing and makes the block screen look unclear.

in order to be more expanded and more like a message box, please change it to this type:

Your account or IP address has been blocked. $7, you have been blocked by $1 for this reason: $2 This block was set to expire: $6. The details of your block are: Start of block: $8 Expiry of block: $6 Current IP Address: $3 Block ID: $5 Even when blocked, you may appeal the block on your user talk page, which in most cases you should be able to edit. Alternatively, you may contact $1 or another administrator to appeal the block. Please include all above details in the above box in any queries you make. Please keep in mind that you may not be unblocked. If you are unblocked, please make sure that you read over the policies.
