Donkey Kong turns back slightly then throws the opponent with one arm. The weak knockback makes it virtually impossible to kill at realistic percentages, and the high endlag make it impossible to combo off of as well. Compared to cargo up throw, this throw has virtually no use, as cargo up throw is much more better for an upwards throw, as it even deals 1% more than up throw. Up throw is Donkey Kong's least used throw because of the fact that cargo up throw is just a better version of it.
