First off, don't edit pages unless you are sure that you are allowed to edit them. Do notthe edit formatting on pages either. Just ask an administrator or rollback for help (not me). Edit the mainspace

I noticed that according to Special:Editcount/YoshiEggs, most of your edits have been to user pages or the Forum (which includes the Smash Arena). Please contribute to the mainspace (e.g. pages like Marth (SSBM) or Egg Throw) as well to user pages/the Forum. As a warning, users who did not contribute constructively to the mainspace and instead spent most of their time on their user page or the Smash Arena have had their user pages protected, such as User:Zeldasmash, and closer to home, User:LightningBlue. He's been here less than a week, and he has made a few mainspace edits. Generally, this doesn't become a problem unless he's around the 2 month mark and has contributed less than 30% of his edits to mainspace. Mr. Anon talk 20:43, 9 February 2012 (EST)

It is not a policy, and it should not be. The only blocks that were ever given were due to the user being unproductive, and taking up a lot of recent changes in their userspaces. This constitutes as disruption. Zeldasmash and Lightningblue at the time of their user page protections had virtually no constructive mainspace edits, and the former was often disruptive. It's up to a warning user how long a user should be here before userspace protection is deemed needed. I typically give users about a month to see if they're only interested in their userspace/Smash Arena, as many new users tend to focus on these when they first join. Hey. I've noticed that you've been asking some users for pointers on how to make a signature (e.g. how to change the font, how to add an image), so I've made one for you. It looks like this;
