Fixed: Bad links

From the report here http://www.niwanetwork.org/forums/index.php?topic=279.msg9252#msg9252 navbox had bad links. Looks like something was screwy with some of the code in here. There was a part of the markup that looks like it's made so that using :Foo in the name= for navbox will make it link to Foo instead of Template:Foo, it looks like it wasn't working the way it was intended and always linking to Foo when it's supposed to link to Template:Foo. However, a short bit after that bit of code Template talk: was used in a way that didn't take that into account so the :Foo feature was pretty much moot anyways since you'd end up with links to Foo and Template talk:Foo meaning that feature was never done anyways.
