Sooo...

Does this mean that "Tether Recovery" is the official name for this type of move? Should we go and add the term to the Link, Young Link and Samus pages? (unsigned by WarxePB)

It's speculation? Well, if you say so... But this to me looked like a previously-established gameplay concept getting an actual name in a later release, so I might have supported assigning the name to everywhere else on SmashWiki (which allows some speculation to a small degree, I think).
