If we’re not counting Mario Maker costumes as cameos of the character, then the Namco Roulette can’t really be considered a cameo either. Both are just sprites, and both are technically not said character (the Mario Maker costumes are still technically Mario, and the Namco Roulette are technically just props on Pac-Man’s taunts, rather than the actual characters). If one doesn’t count as a cameo, neither does he other. Because right now, Heihachi’s page says that he ''cameos'' in pixel form. The word “cameo” on Heihachi’s appearance in the Namco Roulette

If we’re not counting Mario Maker costumes as cameos of the character, then the Namco Roulette can’t really be considered a cameo either. Both are just sprites, and both are technically not said character (the Mario Maker costumes are still technically Mario, and the Namco Roulette are technically just props on Pac-Man’s taunts, rather than the actual characters). If one doesn’t count as a cameo, I personally don’t think the other should count either. Because right now, Heihachi’s page says that he cameos in pixel form.
