Action Replay is a device that can attach to the Nintendo Gamecube that enables the player to access the debug menu, among other things.
Debug Menu
Through these codes (from ARcentral.net), you can access the Debug Menu once you press Start on the title screen.

If you select DBLEVEL on the main menu of debug and set it to Develop, you can do most anything, including playing frame by frame and showing hitboxes, by pressing different combinations of buttons and d-pad directions.
