::Well, the Zelda boomerang is already an attack. It would be weird to also make it an item. As for why they would make it just a boomerang instead of a flower, well there isnt any indication that Yoshi has any powerup, so how would you know you have it? Technically, I don't think we do, but why would they go for the Mario boomerang rather than something like the Zelda one if it's not accompanied by its respective power-up?
