'''Oppose'''.  First, read the rules.  Second, there's no logic in giving a person who failed sysop requests this status, as s/he will just make him/herself a sysop with the tools.  Third, you give absolutely no reasons about why you should be a bureaucrat.  Wanting a titled job is not a legitimate reason to give these tools.  If you want to help out, there are many ways to do this without having the sysop/bureaucrat tools.  Oh, and nominating under a alias that no one recognizes as you is just a bad idea.
