| It means you've done something wrong. Just keep doing melees, and once you reach a thousand, he should unlock. | :You have to complete Target Test with ALL the characters, or you could clear Classic and Adventure with all of them. | I completed Classic mode with every character (except GaW of course) and he challanged me. And he defeated me(I hate Flat Zone)! Then I finished Classic again (don't remember which one, but it wasn't the one defeated) and he challanged me again. I won that time and he was unlocked. I couldn't understood why it's not unlocking on you. The only advice I can give is to check the full characters list and be sure if you didn't missed any.
