I've been sitting on this one for a while, and it's probably time to throw it out there. Basically, I feel like [[Template:Draft|drafts]] should be used more often. Now, what I'm proposing here is a '''guideline''', not a policy, the proposal template just doesn't allow for that. I would like to encourage use of drafts by making a guideline that explains the process, and in particular, makes it clear that drafting in the userspace is a valid excuse to essentially break probation policy, as long as it is clear that the article is intended to be added to the mainspace. What I have already written likely still requires some polish, but I would like some opinions on what to do about this, including the usefulness of this.
