Editing Forum:Mewtwo in Brawl?

I know Mewtwo is a scrapped character in Brawl but there is another page on the brawl characters page known as User:KH and it shows Mewtwo and moves mentioned, Is this a joke or is it true and if it is how do I hack SSBB or someway to play as Mewtwo and possibly as other scrapped characters?

KH is probably just a user here who made Mewtwo a moveset.  He's not in Brawl, just like none of MY movesets are featured, or Miles', or TBB's, or...it goes on.
