I'm not sure how much you know about Melee's physics, but I figured asking you directly would actually yield results as opposed to asking on the Mario, Game & Watch, or down throw articles' talk pages. I'm watching the 26 character Iron Man matches between Mango and M2K and it's currently Mario (M2K) vs. G&W (Mango), and Mario has d-throwed G&W multiple times (I suspect in hopes for a combo; [http://youtu.be/DAksajEjxtM?t=7m22s here's an example]), but Mr. Game & Watch doesn't bounce up like other characters and instead hits the ground like characters do when Fox or Falco down throw them. :I went and had a look in debug mode. Apparently, when Mario uses his down throw on G&W, G&W's stage collision diamond ends up partially inside the floor when he's released, causing the game to treat him as hitting the ground. Jigglypuff (same weight) doesn't have the same issue, so I guess it's animation-related.
