Origin
Pyukumuku is a Water-type Pokémon that debuted in Generation VII. While it doesn't learn a single offensive move, it learns many status and counter moves, including Counter. Whenever Pyukumuku uses a move in the games, it uses its hand-like organ to attack.

As a Poké Ball Pokémon
Pyukumuku makes its debut as a Poké Ball character. Although it doesn't directly attack, once provoked by the opponent, it will shoot out its hand-like organ and counterattack. It waves "goodbye" before it leaves.
