I agree. This has clearly been settled. The bit in trivia about Lucario's inclusion in Sword and Shield is actually not that notable, as Squirtle, Ivysaur, Mewtwo, and Incineroar are found in the game's coding and could still be transferred via Pokemon HOME or obtained in Max Raid Battles.
