The article states that the release date will be October 13th, but this is the release date in Americas. In the rest of the world it'll be October 14th. The release will likely be specifically at 2020-10-14 00:00 UTC according to people I've talked to, and calculating the release window: [https://twitter.com/Liggliluff/status/1312435729297940481 as done in this Tweet], a midnight UTC release seems to be very likely. :The wiki does default to American time for dates unless it involves a specific localized event (for example, a tournament).
