Porygon2's "voice clips" in Melee sound absolutely nothing like how its cry sounds in the core series Pokémon games. In fact, I highly doubt those sounds are supposed to be its cry.

Trivia
*Porygon2 is the only Poké Ball Pokémon who vocalizes its cry from the Pokémon games instead of saying its name like in the animated series. This is possibly because, due to the adverse health effects caused in several viewers by flashing lights in an episode of the Pokémon anime series which prominently featured Porygon, no member of the Porygon evolution family made any further appearances in said series. Porygon-Z, however, received a voice-clip later on in bulbapedia.
