Maybe instead of stating whether or not a Pokémon does not use it, maybe just mentioning that '''''"11 of the Poké Ball Pokémon use their Signature Move when summoned"''''' on the ''Poké Ball's'' trivia page would work? Sure, it doesn't say how many have one, but it would take note how many that actually use them. Or it could say '''''"11 out of 23"'''''? It would say how many don't use it.
