As stated on Bayonetta's page (specifically, [[Bayonetta (SSB4)#Moveset|the moveset section]]), the tetsuzanko is based on the tie shan kao in {{s|wikipedia|bajiquan}}, a Chinese martial art. The technique is used by both Bayonetta and Akira, yes, but it's [http://streetfighter.wikia.com/wiki/Tetsuzanko also in ''Street Fighter'']. It's not a specific technique to Akira; the only thing referenced in the throw is Akira's quote, which he says during the move in ''Virtua Fighter''.
