In SSB, the CPUs used shields all the time to where you would lose somehow. Melee, the CPUs wouldn't use the shield as much but, still often. Brawl, if in a free for all the CPUs mainly attack the human player. I've seen the CPU team up against the human in Brawl. I've had a CPU Falcon, level 7 I believe, chase me around the entire Hyrule Temple when I was Sonic for about 2 minutes until he pulled off his FS on me. The first game had excellent CPU. The second game had horrible CPU. And this one is, well, right near the first game's CPU. IDK which is best.
