I'm actually not sure either. "His or her" / "him or her" and "their" / "they" can be interchangeable, so the one that is used should be whichever sounds better in the given contexts. It's not an issue of consistency of wording. In all fairness, the latter pair of words are indeed shorter and can be easier to read though.
