My understanding of it is that out of 80 Poké Ball Pokémon, 23 of them have signature moves, and of those 23, 11 of them use them in their appearance while the other 12 do not. In that case, the majority of Poké Ball Pokémon that have signature moves aren't using them, which is the opposite of "uncommon", don't you think?
