:::::In response to your original question: it is normally not possible to perform an Up tilt with the Wii Remote without jumping first. The only cases when it is possible is if you start holding the Up arrow when it would have no effect, e.g. if your character is in a helpless state, if they've used all their midair jumps, if they're buried, or if they're lying/sitting on the ground. You can also do it by performing an Up smash, keeping the Up arrow held down, then pressing the attack button again. This is why all professional ''Brawl'' players use [[GameCube Controller]]s. ::::::In case you're curious, here's why up-tilts fail on Wiimotes only: An up-tilt is done when the Control Stick or D-Pad is in the "up" position and the standard attack button is pressed. An up-smash is done in the same situation, except that your character is in the "I'm crouching down to get ready to jump" state. With the other three controllers, you can move the Stick up without tapping it, resulting in the ability to up-tilt (or up-air, for that matter) without jumping. You can't on the Wiimote alone. Interestingly, the other three directions on the D-Pad must be double-tapped to correspond to a tap with a Stick - Nintendo obviously thought a single-button-press jump was far more important then being able to up-tilt.
