"Regional-level" should imply that something like a college PR or a PR based on a small town with a 10K population isn't sufficient and thus this bit should be unnecessary.

Rewrote first point to explain its point more clearly, and rewrote second point with long overdue update about how content and such is handle nowadays; i.e. Smashboards is no longer the bastion of Smash and being a mod there is not auto-notability
