If we put that proposal into effect and the amount of IPs making unconstructive contributions are still outweighing the number of constructive contributions, i would support this proposal. Though i think it'd be a good idea if we allowed talk pages to still be edited by IPs to suggest edits, similarly to how Wikipedia does for protected pages.
